東京大学文学部卒業後の1959年に東映入社。1964年『くノ一忍法』で監督デビューし、1967年にフリーとなる。実録ヤクザ映画、時代劇、文芸大作など多岐にわたるジャンルを手がけ、フリー以降も東映の一時代を支えた。また脚本家としても『吉原炎上』などの代表作がある。
1987年より大阪芸術大学にて後進を指導し、教え子には熊切和嘉、山下敦弘、呉美保、石井裕也らがいる。晩年は「京都映画倶楽部」の設立や京都国際映画祭の名誉実行委員長を務めるなど、京都の映画文化振興に尽力した。日本アカデミー賞会長功労賞、京都府文化賞特別功労賞など受賞多数。2023年に88歳で死去した。
